Company type: Online Bank
Restrictions: Access for foreign residents limited to the website with a limited set of features.
Company position on the issue: None
Last contacted: July 2025
Chinese company name: 台新Richart數位帳戶
Website: https://richart.tw/
In Short: Very limited access to Foreign residents.
Richart (by Taishin Bank) was launched in 2016 during a trend of “mobile first” banking services. It has won several awards: Best Mobile Banking (The Asian Banker, 2017), Best Digital Bank (Asiamoney, 2017), For its User Experience (Reddot, 2018), Next-Gen Customer Experience in Financial Services Awards, (Arena International, 2019), Eye on Innovation Awards (Gartner, 2019)…
But Foreigners are treated as a special type of customers (which are not allowed to use the App). This already shows during the sign-up process as “Open Foreigner Account”.
Once signed up, the user interface for “Foreigners” (residents not having a Taiwanese ID) is completely different (and only available in English). The Chinese Website (for users with a Taiwan ID) is full of special offers, deals and services. Foreigners must only be in need of basic banking services? As many banks in Taiwan, the login is separated between “Nationals” and “Foreigners” and its mandatory to enter the unique Taiwanese ID number or ARC number during the login. I’m not aware of a single bank in Europe or the United States doing it this way?
